| Fred V. Abadi, Ph.D., Director of Public Works, SFDPW spoke on what the City is doing to improve relations with contractors. He described the "Working Groups" that have been established and specific improvements being made in the areas of prompt payment, dispute resolution, and other areas, then answered a number of questions from the audience. He emphasized the City's intention to treat all contractors fairly, and work together to get work done to everyone's satisfaction, while recognizing that the "cultural" changes within the City "family" will be be neither easy nor immediate.

| Russell Snyder, District Manager, AGC of California spoke on AGC's work with the City to improve conditions for contractors. He cited many of the same issues as Dr. Abadi, but was less optimistic about the pace and degree of change. He told us AGC has been working with the City and AGC contractor members for about two years now, and cautioned that there still exists a strong "us vs. them" attitiude in City administration.
He also mentioned two recent developments of vital interest to contractors:
1. A recent NLRB ruling affecting Project Labor Agreements, and
2. New Off Road Diesel Regulations adopted by the California Air Resources Board.
